Keep Work Items and Feedback Truthful

Work Item status now follows the confirmed status of its GitHub Issue. Connected tools can link Work Items to existing Initiatives, Capabilities, and Changes while distinguishing direct links from inherited relationships. Implemented; coordinated App/MCP release not verified.
Connected tools can update Feedback, record evidence-backed Change claims, and link Feedback and evidence to existing product records. New write permissions require reauthorization, and those links do not mark a Problem or Initiative as resolved. Implemented; coordinated App/MCP release not verified.

Feedback analysis produces focused evidence items that preserve quoted customer language and distinguish exploratory ideas from feature requests. Analysis is less likely to stall or leave blank evidence behind. Implemented; release not verified.
Approved Problems carry relevant background evidence separately from their primary supporting evidence, so reviewers can keep useful context without treating it as something that needs resolution. Implemented; release not verified.

Authorized Admin and Member MCP connections can create Capabilities and update existing Capability fields. Responses reflect the connection's actual create permission, older connections must approve the added access, and invalid maturity values now return the supported choices. Capability creation remains off until enabled for a coordinated deployment, and release is not verified.
Authorized MCP connections can create Problems from real evidence and prepare draft Campaigns when the required permissions and deployment settings are enabled. Problem creation defaults off, Campaign drafts send no messages, and an exact retry returns the same draft. Implemented; coordinated release not verified.
