Last month I was watching a product manager walk me through her stack. She had Linear open in one tab, issues neatly labeled, sprints humming along, velocity charts looking healthy. Everything was moving.

Then I asked a simple question: "How do you know these are the right things to build?"

She paused. Switched to a Google Doc. Then a Notion page. Then a Slack thread she'd bookmarked three weeks ago. The evidence for why those issues existed lived everywhere except inside the system that tracked them.

That interaction used to crystallize a clean argument: Linear handles delivery, Outcomet handles strategy, they live on different layers. But then Linear's CEO declared that issue tracking is dead and the story got more interesting.

Linear Is No Longer Just an Issue Tracker

Let me be honest: if you'd asked me six months ago what Linear was, I'd have said "the best issue tracker ever built." Fast, keyboard-driven, clean UI, opinionated in all the right ways. A delivery system for engineering teams.

That description is now incomplete.

In March 2026, Linear launched Linear Agent and it's not a chatbot bolted onto an issue tracker. It's a rethinking of what the product is for. The agent works across desktop, mobile, Slack, Teams, and Zendesk. It has a chat interface that understands your roadmap, your issues, and, with Code Intelligence, your codebase. It can synthesize context, make recommendations, and take action. It has Skills (saved workflows) and Automations (triggered workflows). Coding agents that write code and fix bugs are on the roadmap.

Linear also shipped multi-level sub-teams five levels deep, initiatives with multiple parents for OKR-style goal tracking, web forms for intake via Linear Asks, time-in-status analytics, and project-level commenting. They added deeplinking to AI coding tools like Claude Code and Cursor, so issues can launch directly into an AI coding session with prefilled context.

This isn't an issue tracker anymore. Linear is building an agent-driven development platform. And their CEO said as much, positioning agents as the future of how engineering work gets done, with issues becoming a "context-capture tool" rather than the primary unit of work.

I respect the ambition. It's genuine, and it's being executed well.

The Convergence Problem

Here's what I find interesting. Linear is moving upstream, from execution toward strategy. They're adding intake workflows, initiative tracking, goal alignment, and AI that understands the why behind the work, not just the what.

Outcomet started upstream, in the strategy and discovery layer - and is connecting downstream to delivery.

Both tools are converging toward the same territory: the space where customer evidence meets product decisions meets shipped work. But they're arriving from opposite directions, and that origin shapes everything about how they work.

When an execution tool adds strategy features, it optimizes for speed. When a strategy tool connects to execution, it optimizes for learning. The architecture reveals the priority.

This is the pattern I keep seeing across product tooling. Jira added roadmaps. Productboard added delivery tracking. Linear is adding initiative management. Everyone is expanding toward the middle. But the tool's origin, where it started, what it was optimized for first, determines what it's actually good at when you stress-test it.

What Linear's AI Is Built For

Linear Agent is impressive. But look at what it's pointed at.

The agent automates issue creation from Slack conversations, parsing context, generating titles and descriptions, routing to the right team and assignee. Teams report 80% reduction in manual triage time. Code Intelligence connects to your GitHub repos, identifies relevant files for an issue, and auto-drafts technical specs. The coding agent will eventually write code and fix bugs directly from issues.

This is AI in service of engineering velocity. The intelligence is centered on: How do we get from issue to shipped code faster, with less human overhead in the mechanical parts?

That's a genuinely valuable question. But it's not the same question Outcomet's AI is answering.

Linear Asks lets anyone submit a request through a web form. The agent triages it, routes it, creates an issue. That's intake automation - fast, efficient, impressive. But the request arrives as a pre-formed opinion about what to build. The system doesn't ask: is this the right thing to build? What evidence supports it? Does it align with what we're learning from customers?

Initiative tracking lets you organize work under strategic themes. But the initiatives themselves are manually created, manually populated, manually assessed. The system tells you how much progress you've made on an initiative. It doesn't tell you whether the initiative was the right one to pursue.

This is the structural limitation of expanding upstream from execution. The architecture is optimized for moving work through a pipeline, and when you add strategy features, they inherit that pipeline mentality. Strategy becomes another input to be triaged, routed, and tracked, rather than an ongoing learning process that reshapes what gets built.

When You Need Both

Despite the convergence, these tools still have different centers of gravity, and the most interesting setup runs them together.

The workflow: customer signals flow into Outcomet, where AI agents cluster feedback into themes, surface emerging patterns, and validate how evidence aligns with product capabilities. Decisions get made with a clear evidence trail. Those validated priorities become the initiatives and issues that Linear's agent helps your engineering team execute, triaging, routing, generating specs, and eventually writing code.

  • Linear answers: How do we build it fast, and how do we keep the pipeline moving?

Building fast was always the easy part. The hard part is learning fast enough to know what to build. The tools are finally starting to compete on which problem matters more.
