Jira vs Outcomet: Project Management, Product Management, and the Gap Between Them
A PM I know keeps two tools open at all times. On one monitor: Jira. Epics, sprints, tickets, the whole Atlassian apparatus, everything tied to the engineering calendar. On the other: Jira Product Discovery - a grid of idea cards, an impact-effort matrix, a custom scoring formula.
She moves between them all day. The ideas in JPD eventually become the epics in Jira. That's the pitch. That's why she has both.
Lately she's started using a third thing too - Atlassian Home, where she's drafted a set of quarterly Goals in OKR format. Rovo agents ping her in comments occasionally, suggesting a ticket breakdown, helping draft a JQL, summarizing a thread.
I asked her a question I've asked a lot of PMs recently: "When a customer quote lands in Slack on Tuesday, how does it end up influencing the matrix on Thursday - or the goal you wrote in Atlassian Home last month?"
She laughed. Then she didn't answer for a while. Then she said, "Honestly? It mostly doesn't."

The Stack Everyone's Assembling
Let me say the obvious part first: Atlassian has been shipping real work. A lot of it, quickly.
Jira is still the default delivery system for a reason. Epics, sprints, story points, workflow states, permissions, audit trails, JQL, a universe of integrations. If you have more than twenty engineers and anything resembling compliance requirements, you probably end up here.
Jira Product Discovery reached general availability in 2024 and has become Atlassian's answer for product managers: a structured database of ideas with custom fields, formula-based scoring, list and matrix and board views, and a clean link into Jira epics. If your roadmap used to live in a Google Sheet, JPD is a real upgrade.
Atlas Goals, inside Atlassian Home, is Atlassian's native goal layer. As of December 2025, it supports configurable Goal Types - OKRs, BHAGs, Big Rocks, whatever your organization calls them - with a 0.0–1.0 scoring scale, sub-goals, key results, and direct links from a goal down to the Jira epics and issues that contribute to it. For an Atlassian-native company, this is the first time strategy, objectives, and execution have lived in genuinely connected surfaces.
Rovo is the AI layer across all of it. Rovo Agents can be @mentioned in comments, assigned work, embedded into workflows, and asked to create fully-populated Jira issues with the right parents and custom fields. Rovo Studio is a no/low-code builder that lets teams design their own agents and even wire in third-party ones over MCP. Atlassian says Rovo agents are already showing up in 2.4 million workflows. Underneath it all sits the Teamwork Graph, stitching work, knowledge, teams, and goals into a single connected model.
This is not a sleepy incumbent. This is a serious, well-funded push to own the full "plan the work, do the work, measure the work" stack. And for most of that stack, it works.
I want to be clear that when I argue there's a gap here, I'm not arguing Atlassian is falling behind. I'm arguing that even after all of this, one specific layer is still missing - and it's the one that matters most for whether you're building the right thing.
What Atlassian's Stack Is Actually Built On
Here's the part that took me a while to see clearly.
Every piece of the Atlassian stack - Jira, JPD, Atlas Goals, Rovo agents, Teamwork Graph - is organized around the same fundamental unit: work that has already been named. A ticket. An idea. A goal. An epic contributing to that goal. An agent helping you move one of those objects from one state to another.
That's an extraordinary achievement when the work already exists. Atlas Goals lets you roll up from a contributing Jira issue to a quarterly OKR without leaving the ecosystem. Rovo agents can @mention you when a blocked ticket needs a decision, or propose a breakdown for a 40-ticket epic, or draft resolutions inside a Jira Service Management queue. Teamwork Graph makes all of this connect at billions of objects' worth of scale.
But notice what the whole model assumes. It assumes the ideas, goals, and tickets already exist. A human has had the thought, typed the title, picked the owner, set the target. The agents operate inside that world; they don't create it. Rovo can tell you which epics are drifting off-track toward a goal. It can't tell you whether the goal was the right one, or whether the evidence that justified it is still true, or whether a pattern of customer frustration in the last three weeks should change the goal entirely.
Jira organizes execution. JPD organizes ideas. Atlas organizes goals. Rovo accelerates all three. None of them organizes learning.
That's not a flaw of the tool - it's a property of its design. The data model is work items moving through states. It's an excellent framework for tasks, decisions that have already been made, and objectives that have already been written. It's a much weaker framework for evidence, because evidence isn't a work item. A customer quote isn't a ticket. A cluster of twenty similar complaints from the last three weeks isn't a sprint or a key result.
The Gap Between Signals and Sprints
Here's how product work actually happens in most companies. Support tickets pile up in Zendesk. Sales Gong calls accumulate. The CS team drops #feedback messages into Slack. User interviews get recorded in Gong or Grain and then… sit there. NPS comments flow into some dashboard nobody opens twice a month.
A PM - or a whole team of PMs - reads some of it. Remembers some of it. Forgets most of it. Then planning happens, and the decisions get made from a combination of memory, bookmarked quotes, the loudest stakeholder, and a gut feeling that's usually directionally right but rarely traceable.
Those decisions become Goals in Atlassian Home. Which become ideas in JPD. Which become epics in Jira. Which become tickets. Which ship. Rovo helps at every step, faithfully.
And the question nobody can answer, when the feature lands six weeks later, is: which customer signal justified this goal, specifically? The evidence trail broke somewhere between Slack and the OKR. It always does. No amount of work-item connectivity fixes it, because the break happens before a work item exists.
A Different Architecture
Outcomet starts from a different assumption: the unit of product work isn't the ticket or the idea or the goal - it's the signal. A customer quote. A support pattern. An interview moment. The system is designed to ingest those continuously, let AI agents cluster and synthesize them into themes, surface emerging patterns before a human would spot them, and validate whether the strategy you're writing actually aligns with the evidence you've gathered.

The AI is placed differently too, and this is the part worth sitting with. Rovo is an impressive set of assistants and teammates. They make people faster inside Jira, JPD, and Atlas - drafting tickets, summarizing threads, suggesting breakdowns, executing workflows. That's genuinely useful. Outcomet's agents - Research, Theme Synthesizer, Strategy Mapper - are doing a different job: reading transcripts and extracting observations, clustering feedback into deduplicated themes, and checking whether capabilities are actually supported by evidence. One flavor of AI speeds up the PM inside the system they already have. The other does structural upstream work the PM never had time for.
Neither is better in the abstract. They're solving different jobs. The question is which job you need solved.

When to Use Which
Use Jira for delivery. If your engineering org runs on Atlassian and the pain is execution, Jira is genuinely excellent. Keep it.
Use JPD if your pain is roadmap hygiene. Teams that want ideas to live in the same system as engineering work get real value from JPD. The integration with Jira is tight. If the hardest thing about your PM life is "my roadmap and my backlog don't talk to each other," JPD solves that.
Use Atlas Goals if you need OKRs connected to work. For an Atlassian-native org that's tired of tracking OKRs in a separate spreadsheet, Atlas Goals in Atlassian Home is now a credible native option - especially after the Goal Types and OKR scoring updates in late 2025.
Lean on Rovo inside all of the above. Rovo agents and Rovo Studio are a real productivity layer. If your team is heavily in Atlassian, build agents, use them in comments, let them populate fields. You'll get time back.
Use Outcomet when the pain is upstream of all of this. When you have a wall of feedback and no system for turning it into insight. When goals and ideas feel under-evidenced. When leadership asks "why did we pick this OKR?" and the answer requires a Slack archaeology expedition. Outcomet doesn't replace Jira, doesn't compete with Atlas Goals, and only partially overlaps with JPD - it fills the layer none of them was designed for.

What This Comparison Is Actually About
The real story here isn't Jira vs. Outcomet - it's a shift in how we think about product management tooling.
Atlassian is assembling an impressive picture: delivery + discovery + goals + agents + a graph that ties it all together. For coordinating known work, it's arguably the most complete stack in existence. And Rovo agents, especially with Studio and MCP, are a serious bet on agentic AI inside the enterprise.
But there's a category of work that sits before all of that. Before the ticket, before the idea card, before the OKR, before the agent is assigned. It's the work of noticing - noticing patterns in customer behavior, noticing the question your strategy hasn't answered yet, noticing that the evidence behind a decision from six months ago doesn't hold up anymore.
That layer has had no native system. PMs have filled it with memory, intuition, and spreadsheets. Even with Rovo, even with Teamwork Graph, Atlassian's tools don't solve it - because they were designed for the world after the decision.
What's changing now is that AI finally makes it possible to build for the world before the decision. Not AI that helps a PM write tickets faster - AI that reads the signals the PM would never have time to, surfaces the patterns the PM would never have spotted, and keeps the evidence chain intact all the way through to shipped work.
Jira will continue to be the place the work gets tracked. Atlas will be the place the goals get aligned. Rovo will keep making the whole thing move faster. The interesting question is what tool becomes the place the work gets understood.
That's the layer I'm trying to build.
